Salt Lake City, Utah - The U.S. Court of Appeals for the 10th Circuit (Denver, Colorado) announced its unanimous decision that the Federal Communications Commission’s (FCC) speech restrictions on deaf issues violate the First Amendment and are arbitrary and capricious.
